If I'm over weight with it take longer to HO through puberty?

I'm 17 and I'm over weight and I have hair in my arm pits around my penis and I'm starting to get hair around my bellybutton and on my legs my voice is sorta deep it crack every once in a while but the only problem I have is my penis a small when I don't have a ***** it's the size from the tip of my finger to the second line on my pointer finger and when I get a ***** it's about 3and a half Inches long is there a problem should I go see a doctor
