What is OSHA Standard for cleaning up human body fluids, feces in a mental health agency?

Are the social workers responsible for cleaning up the feces? To help you understand the line of work more better, the organization is a psycho-social rehabilitation program which employs social workers and one nurse on staff. There are 100 - 120 clients who attends the center daily. One client got feces all over the toilet and bath room floor of one stall. Is the employees responsible for cleaning it up? what is OSHA guidelines on this situation?
